Request for proposal: Consultants to Support the ME Vietnam Project

Medical Excellence JAPAN (MEJ) is serving as a counterpart for Economic Research Institute for ASEAN and East Asia (ERIA) in the promotion of an initiative called "Medical Excellence in Asia (MExx)".This initiative aims to strengthen bilateral cooperation in the healthcare industries between Japan and partner countries. As part of these efforts, MEJ is also engaged in establishing local hubs.

MEJ is seeking for a consultant with expertise in the Vietnamese healthcare sector, as well as strong technical knowledge and human networks.

1.Background

Medical Excellence JAPAN (MEJ) is serving as a counterpart for Economic Research Institute for ASEAN and East Asia (ERIA) in the promotion of an initiative called "Medical Excellence in Asia (MExx)".  This initiative aims to strengthen bilateral cooperation in the healthcare industries between Japan and partner countries. As part of these efforts, MEJ is also engaged in establishing local hubs.
In Vietnam, growing interest from government agencies, medical institutions, and private enterprises has driven strategic efforts under the "ME Vietnam" framework to enhance the presence of Japanese medical technologies and devices. To accelerate these initiatives, MEJ is now seeking a consultant with expertise in the Vietnamese healthcare sector, as well as strong technical knowledge and human networks.

2.Scope of Work

The selected consultant will be responsible for either one or both of the following sets of activities:

Activity1
• Managing project progress and identifying risks and proposing solutions
• Providing regular updates on Vietnamese healthcare-related regulations
• Coordinating and managing communications with stakeholders
• Supporting administrative procedures (procurement, licensing, importation, customs, etc.)
• Handling matters related to bilateral agreements between Japan and Vietnam
• Preparing and recording minutes for meetings with Vietnamese stakeholders

Activity2

3.Service required

3-1. Contract Period
The contract period is from September 2025 to March 2026, with the possibility of extension upon mutual agreement.

3-2. Estimated Workload
• Activity 1: Approx. 2 person-months
• Activity 2: Approx. 2 person-months

3-3. Estimated Team Structure

Note: The above team structure is a suggestion; alternative proposals are welcome.

4. Eligibility Criteria

Applicants are expected to meet as many of the following criteria as possible:
• Possess a strong reputation in both Japan and Vietnam
• Have extensive networks and visibility within the medical sectors of both countries
• Be capable of promoting sustainable Japan–Vietnam healthcare cooperation while balancing private-sector interests
• Have a proven track record of contributing to public health and welfare in Vietnam (e.g., project or event experience with names, contract values, and summaries recommended)
• Experience in planning and operating international events in Vietnam
• Understanding of the challenges faced by Japanese companies entering the Vietnamese market
• Experience collaborating with global partnerships
• Understanding of the MExx initiative
• Business proficiency in Vietnamese and English (Japanese is a plus)

• List of organization’s strengths and stakeholder networks
• Activity included in proposal (Activity 1 and/or Activity 2)
• Proposed activity plans (for both if applying for both)
• Past achievements and success stories
• Quotation (breakdown by activity and total cost)
